More precisely, the de facto capital of Switzerland is Bern. But de jure Bern as the capital is not mentioned anywhere. Several documents state that Bern is the city where the government is located.
Modern Switzerland was formed in 1848 after the Civil War of Protestant cantons against Catholic ones.
In order to satisfy all parties to the conflict, a decision was made: the more freedom the provinces have, the more motivation they have to remain part of the country. Therefore, they decided not to give any city privileges to the capital. But the government needs to be placed somewhere. Bern was a wonderful place in the center of the country.
And now the cantons of Switzerland are autonomous, with their own laws and an independent budget. And the question of the capital of Switzerland is one of the tricky questions at the interview for obtaining a Swiss passport.
